Surinder worked at the Sher-e-Kashmir University of Agricultural Sciences & Technology of Jammu. He was the president of the Non-Teaching Employees Association for 17 years at the university.

In 1995-96, Surinder launched an agitation for the establishment of a separate agriculture university for the Jammu region in the state.

Surinder resigned from the Sher-e-Kashmir University of Agricultural Sciences & Technology in 2008.

Surinder in the 2008 Jammu and Kashmir Legislative Assembly elections got 12,500 votes and stood as runner-up from the Nowshera constituency.

In 2023, Surinder accused Ravinder Raina of the Bharatiya Janata Party of nepotism and also made allegations of corruption due to which he left the party and later joined the Jammu & Kashmir National Conference.
