• While growing up, Heera Lal Patel faced poverty and many difficulties in a village environment.​ He learned how to deal with tough situations from an early age.​

• During his school days, he wished to become a big officer so that he could make the world easier and more comfortable for everyone.​ He realised that bringing change needs a lot of strength and power.​

• From March 1993 to July 1994, he was a trainee engineer at NTPC, Kobra, Vindhya Nagar, Madhya Pradesh. He then worked as an engineer at NTPC Farakka in West Bengal, India.

• He cleared the U.P. Civil Services exam in 1994.

• Heera Lal Patel pursued his Foundation Training at the Administrative Training Institute (ATI), Haldwani, Nainital, Uttarakhand, from 19 July 1994 to 8 October 1994.

• On 10 October 1994, he started his Field Training in Sultanpur, Uttar Pradesh. He completed the training on 4 February 1995.

• From 6 February 1995 to 20 May 1995, he earned Professional Training at ATI, Nainital, Uttarakhand.

• He pursued his Field Training in Sultanpur, Uttar Pradesh, from 22 May 1995 to 8 Aug 1995.

  

• On 5 August 1995, he was appointed as an Additional City Magistrate at Haldwani, Nainital, Uttarakhand. He served in the position till 5 October 1995.

• Heera Lal Patel served as an SDM of Ram Nagar, Nainital,  Uttarakhand, from 5 October 1995 to 21 April 1997.

• On 24 April 1997, he began working as an SDM of Haidergarh, Barabanki, Uttar Pradesh. He worked in the position till 20 September 1997.

• From 22 September 1997 to 28 April 1998, he served as the Deputy Collector of Barabanki, Uttar Pradesh.

• He served as the Special Secretary and Director (Culture) in Lucknow from 23 May 2017 to 12 March 2018.

• On 12 March 2018, he began working as a Managing Director (UP Small Industries Corporation Limited) (UPSIC), Kanpur. He served in the position till 31 August 2018.

• From 31 August 2018 to February 2020, Heera Lal Patel served as a District Magistrate of Banda, Uttar Pradesh.

• He was appointed as an Additional Mission Director (NHM UP) and Additional Project Director (UPSACS) on 2 Mar 2020. He served in the position till 4 October 2023.

• In 2020, his research work for Ph.D. titled ‘Role of ICT in Achieving Good Governance, with a Reference to Uttar Pradesh: A Study of select Government Programs.’

  

• On 5 October 2023, Heera Lal Patel was appointed as a Special Secretary of the Department of Irrigation and Water Resources in the Government of Uttar Pradesh.

• On 18 October 2023, he began working as the Chairman and Administrator of the Greater Sharda Sahayak Command Area Development Project in Lucknow, Uttar Pradesh.

• He is known for using IT-enabled services to provide good governance to the public.

• Heera Lal Patel is recognised as a social leader.

• Supporting the poor, helpless, and needy is his hobby.

• He is an Honorary Mentor of Model गाँव, a non-profit project to develop Indian villages into model villages.​

• The model was his idea, which was based on various development experiments that he led during his period as District Magistrate in Banda, Uttar Pradesh.​

• The project works for the overall development of villages, local leaders, turning farming into a business, and encourages women’s empowerment while using government schemes.

  

• In June 2024, Heera Lal Patel implemented the ‘Green Election Model’ in the Anandpur Sahib Lok Sabha constituency in Punjab.

• After that, he managed the same election process as the returning officer for Assembly constituencies in Maharashtra and Gujarat in 2025.

• Apart from being a civil servant, he is also an author. He has published a book titled Dynamic DM.
